Law enforcement agencies across the country have implemented significant institutional reforms, leading to a transformation in the structure and delivery of policing services. Consequently, innovative strategies and programs have been devised to enhance the efficiency and efficacy of law enforcement services. The objective of the authors of this text is to present a comprehensive overview of the essential materials, challenges, and issues faced by Canadian police agencies and communities as they work on establishing partnerships to effectively address and prevent crime and social disorder.
About the Authors
Brian Whitelaw currently serves as Superintendent overseeing Calgary Transit Community Peace Officers. He retired from the Calgary Police Service as an Inspector in 2011. In 2012, he was honored with the Province of Alberta Solicitor General Crime Prevention Award. With a Master’s Degree in Public Policy, Law, and Administration, Brian has authored several national policing courses and peer-reviewed journal articles. His primary research focus is on organizational efficiency within public safety entities.
Rick Parent, an Associate Professor at the Faculty of Criminology at Simon Fraser University, is a former police officer with 30 years of service at the Delta Police Force (B.C.). He also served as a police recruit instructor at the Justice Institute of British Columbia – Police Academy. Holding a Ph.D. in criminology, his research interests span international policing, police ethics and accountability, police use of lethal force, and the phenomenon of “suicide by cop.” Rick is frequently called upon as an expert witness in court proceedings related to police shootings in both Canada and the United States.
